Before he was Data in Star Trek, Brent Spiner had a background in Broadway. In 1991 he released an album of old standards entitled 'Ol' Yellow Eyes Is Back'. A play on both his character on Star Trek and Frank Sinatra. It was actually a surprisingly decent album.*
There is the added absurdity with Toot Toot Tootsie, a track made famous by Al Jolson who performed in Blackface, whereas Spiner (Arguably already the whitest man alive) whited up for his role of Data.
*Which I'd completely forgotten about until I got the urge to hear Toot Toot Tootsie right after listening to Radiohead and Muse. I mention this because I too, don't know how it connected in my head. Oh, and yeah, my playlist is all that kinds of awesome.
Seeing him sing it on the show would've been beyond weird!

I actually really like his voice. But now all I can envision is Data singing this. XD
